Millennium Fellowship Project: Project Denotified

Criminal tribes are a category of community, which are criminalized under the Criminal Tribes Act under colonial British Rule. The Colonial Government then criminalized the entire tribes, and anyone born in the tribe would be considered a criminal from birth. Post-independence, India decriminalized the tribes and they are known as denotified tribes since then. Since colonial times the criminal tribes were never provided any welfare measures which are provided to the other marginalized sections of the society such as scheduled castes and scheduled tribes. Even after the "denotification" of the tribes, the Indian government never included denotified tribes as a category for conferring the welfare schemes. Denotified tribes are mostly nomadic in nature due to the stigma attached to them among the society, they never settled in any place, the nomadic nature of the tribes made it even difficult for the tribes to access the benefits of the state. Denotified tribes remain to be one of the most oppressed sections in the Indian society. Although there are around 150 million people who belong to denotified tribes, they are never considered an electoral vote bank, due to their scattered nature. The Government of India doesn't maintain proper data concerning the denotified tribes, except for a few reports delivered by various commissions periodically which are never followed up. This puts denotified tribes in an ignorant state where it would be difficult for them to meet the basic standard of living. This project seeks to study, understand and analyze who constitutes the denotified tribes by tracing their history, thus providing themselves an identity apart from the criminal identity which they inherited through the statute. Apart from that the project also tries to track the current state of the communities and integrate them to fight for their legitimate rights which are unheard of by the state. A socio-economic analysis of the denotified tribes would be done to advocate for state intervention in ensuring the welfare of denotified tribes.

Suraj is an inquisitive and ambitious law student at National Law University Delhi. He believes in the idea of an equal and just society where everyone gets an equal opportunity to pursue their dreams. Throughout his school days, he has been quite vocal about various social issues concerning Andhra Pradesh. He loves to meditate in his free time and is a huge fan of cricket.
